There are basically two types of help:
- EXCEPTIONAL help schall be given only and exclusively in exceptional cases [war, catastrophy etc]
- REGULAR help which must always be connected with clear demands for change toward the receiver or must be suspended after a time.
Now about the three UNIVERSAL HELP PARAGRAPHS

Paragraph2: THEREFORE ANY REGULAR HELP MUST HAVE A PRICE !
